I am ceratin that no Speaker would wish to frustrate the European Union (Withdrawal) Act, which delivers on the mandate given to Parliament by the British people. That would be an unconscionable thing to do.

If the EU refuse to discuss the removal of the backstop, there is no purpose in continuing negotiations further. The withdrawal agreement as a whole is a thoroughly bad document, but the backstop is an absolute deal-breaker. Discussions should now focus on GATT XIV.
